I had similar problem with my truck(05 Columbia/Detroit engine/10 speed) . The jake breaks would work intermittently. The first time it was in the repair shop the guy replaced Micro switch and relay. But It turned out to be the engine oil sensor. The repair shop replaced it with a new one and jake break works fine now. Hope it helps.
